Founder & CEO

Tommy founded Smart X to replace one-off filter delivery with source-specific, accountable water infrastructure designed to keep performing after installation.

His work is built around one defining insight: safe water is not solved on the day a filter is installed. It is created through continuous control of source conditions, treatment, operation, service and accountability.

As CEO of the UAE parent company and Africa OpCo, he leads the strategy behind HydroCharge, protects the company’s intellectual property and develops the institutional relationships required to move Smart X from engineered system to distributed infrastructure.

His standard for growth is simple: evidence must come before scale. Smart X is designed to test, validate and operate what works before repeating it across communities and regions.

The Founder Story

Safe water is not a filter problem.
It is a system problem.

“I did not build Smart X to sell another water filter. I built it to keep safe-water systems working.”Tommy Paasche · Founder
The starting point

Too many water projects are judged on delivery day: equipment arrives, a handover is completed and the number of people ‘reached’ is recorded. But the real test begins the day after installation.

When a treatment unit is handed over without source analysis, chemistry control, monitoring, planned service or an accountable operator, the equipment can be technically sound and the outcome can still fail.

That changed the question for me. Instead of asking which filter we should install, I began asking what complete operating system is required to keep this exact water source safe over time.

01

The water must define the system

Every source has its own chemistry, contaminant load, flow demand and operating reality. A standard box cannot responsibly solve all of them.

Smart X therefore starts with laboratory analysis. We establish the physical, chemical and microbiological profile, define the treatment objectives and configure the treatment chain around measured conditions — never assumptions.

That principle became the foundation of Smart X HydroCharge.

02

From one filter to four controlled stages

HydroCharge is not a single cartridge. It is a modular four-stage treatment architecture in which every stage has one job and every stage protects what follows.

Stage 1 — Mechanical Pre-Filtration protects the treatment chain from suspended solids. Stage 2 — pH Correction & Chemistry Control creates the required operating window. Stage 3 — Advanced Contaminant Removal applies source-specific media inside Smart X’s proprietary housing with integrated Flow Control. Stage 4 — Disinfection & Chlorine Stabilization completes the chain before treated-water storage and distribution.

The infrastructure platform can be repeated. The treatment configuration changes with the source. That balance between standardization and adaptation is central to the system.

03

Testing is part of the engineering

From the beginning, I wanted Smart X to build only what could be measured. Testing is not decoration added to a sales story; it is feedback that changes how the system is configured and operated.

Controlled fluoride testing measured raw water at 6.8 mg/L and an average Stage 3 outlet of 0.22 mg/L. A separate challenge program measured reduction of lead, copper, PFOA, PFOS, E. coli and chlorine under its own test conditions.

We publish those programs separately, with their volume limits and test boundaries intact. One result is never stretched into a universal claim for every water source.

04

Accountability became the business model

I did not want Smart X to sell equipment and transfer the operating risk to a school, community or humanitarian partner.

Water as a Service means Smart X remains accountable for operation, maintenance, consumables, monitoring and verification. Service thresholds are planned before performance deteriorates, and field data is used to guide decisions throughout the operating life of the system.

The machine is not the product. Continued performance is the product.

05

From engineering to field proof

The formal cooperation between Smart X and Kenya Red Cross moves this philosophy from engineering into real implementation.

The three planned pilot deployments across Kajiado and Garissa are intended to test more than treatment performance. They will test commissioning, service routines, local ownership, monitoring and the day-to-day realities that determine whether infrastructure survives outside a laboratory.

The objective is not to claim success before deployment. It is to earn the evidence required before responsible scale.

06

One system is not the ambition

Smart X is being built as distributed water infrastructure: centrally governed standards, source-specific treatment and accountable local operation.

The ambition is to validate the model, standardize what survives real conditions and repeat it through strong regional operating companies and institutional partners.

Because safe water should never depend on a shipment, a handover ceremony or good intentions. It should be engineered for the source, operated for the long term and proven by performance.

Technology matters only when it protects people, health and dignity.

“Clean water should never be a luxury. But belief alone is not enough. It must be engineered, operated and proven — every day. That is why I built Smart X.”
